Proctors' Office Handling of Misconduct Allegations

We want to hear your opinions on how these processes work for both victim/survivors and those facing allegations. Your experiences will feed into our Student Submission to a review being undertaken into the ways in which the Proctors’ Office handles non-academic student discipline. This is part of a larger review of the Proctors' Office. The Students’ Union submission will be focussed on point 2 of the Terms of Reference

The survey should take around 20 minutes, and your insights will directly improve the effectiveness and fairness of these processes.

FAQs 

What will happen with the information I share? 

Oxford SU’s President for Welfare, Equity and Inclusion will review submissions, collate them and write the SU submission to the panel. This will then be reviewed by the Panel Members alongside other submissions they review to inform recommendations for improvements.

Will the information I share remain confidential? 

All information shared will be anonymised, with only specified members of staff having access to the raw data. These staff members shall be: President for Welfare, Equity and Inclusion, Advocacy and Representation Team, CEO. We will process your data in line with our Data Privacy Policy.

What is the Proctors’ role in non-academic misconduct? 

The Proctors’ Office are responsible for investigating possible breaches of the disciplinary codes, including behaviour after examinations, disruption to University activities, damaging University or college property, forging University documents, engaging in violent or offensive behaviour or language, harassment, sexual misconduct and the possession or distribution of drugs. 

I thought the Proctors did something else? 

In addition to investigating possible breaches of disciplinary codes, the Proctors also: 

  • Manage the registration process for societies, non-sport clubs, sport clubs and publications run by students for students  

  • Coordinate the planning, operational management and security of University events, ceremonies and VIP visits (via the Proctors’ Officers) 

  • Oversight of ceremonies such as Proctors’ Admission Day, Degree Ceremonies, Encaenia, Congregation  

  • Review and investigate plagiarism cases in university examinations  

  • Consider student cases relating to:  

  • Complaints under the University Student Complaints Procedure  

  • Academic Appeals 

  • Late submission of coursework 

  • Non-submission of assessed coursework 

  • Missed examinations/excusals  

  • Academic dress regulations 

  • Requests to live outside the residency limits or not meet residency terms 

  • Late Mitigating Circumstances applications 

  • Review the application and observance of University legislation, policy and practice in governance and service delivery by attending committees  

I’ve made a report or been the subject of a report in my college. Can I fill in the survey? 

The focus of this submission is on the operations of the Proctors’ Office within the University, not the ways in which college’s handle their investigations. If you are wishing to lodge a complaint about the ways in which your college has handled an investigation, please get in touch with Oxford SU Advice who would be happy to help.
